Steps
create a QR code with BYOD, COPE, KIOSK

Description

Currently this payload is generated when the QR code is scanned [1].
in here enterpriseId is unwanted since this enrollment types does not use Google enterprise.

Remove the enterpriseId from BYOD, COPE, KIOSK enrollment QR scan methods.
this will reduce the complexity of the QR code(small payload, small QR code)
