Steps
Select a device in all device page
then hover over in tags icon [1].

Description
Issue 1
When hover over the tags icon, it will show a drop down and tool tip.
These 2 are overlapping [1].

What can be done: should show the tooltip when mouse hover over each tags options(Assign tags and Unassigned tags)
when hover over "Assign tags" there should be a tooltip to show what "Assign tags is doing"
when hover over "Unassign tags" there should be a tooltip to show what "Unassign tags is doing"

If the above is not possible add a generic tooltip for tags, without overlapping(see if it is possible to show the tooltip above the drop down)

Issue 2

The tooltip should show up when there is no devices selected(when tag icon is greyed).
if the icon is greyed, it should show a msg(in tooltip) to select the devices

Currently even if the user has selected devices, the tooltip shows there are no devices selected [1].
When the device is selected, the showed tooltip should be changed to a appropriate message(might fixed with the above issue 1)

Note: do the relevant changes in all language files
