Prerequisites
Enroll a windows device

Steps
Navigate to the ADMX policy section.
Select a specific ADMX policy category.
Choose a policy within that category and apply it to a Windows device.
Observe that the policy is not applied on the Windows device

Description
When a specific ADMX policy category is selected and a policy is applied under that category, the policy does not get applied on the Windows device as expected. However, if a policy is applied without selecting a category, it works correctly.

This indicates that selecting a category might be breaking the LocURI or payload mapping required for policy deployment.

Expected Result
The selected policy should be applied to the Windows device even when a category is selected.

Actual Result
The policy does not get applied on the Windows device when a category is selected.
