Description

Validation should be added to the user delete to check if the deleting user has any enrolled devices in the system. If so, the user deletion should not proceed.

show a warning msg instead a error msg(change the response code/conflict).
Also in warning msg mention if the user need to delete, he cannot have any devices assigned to him.
devices owner(user) can be changed from update enrollment. mention this also instead remove devices msg.

There is no language support for the warning msg [1]

Also this warning msg is coming if there are devices under him. therefore this "ensure there are no devices assigned to the user" part need to check.
Also if a user has removed devices(REMOVED state) those users also cannot deleted.
Therefore need to tell the user to check the removed state devices also.
