Web agent not rendering on Windows settings app

Description
After the web agent UI upgrades, the Windows web agent is not rendering during enrollment. The Windows settings app web view uses a custom legacy Internet Explorer and react-app-polyfill [1] library is used to support it in previous iteration.
There was also an issue when changing the Windows Web Agent to Enroll Web Agent to support both Android and Windows enrollments using the same UI app. The qrcode.react [2] library had to be compatible with version ^2.0.0 in order to not break the Windows enrollment UI.
