Description
When installing the Entgra Windows Agent we are sending an APP_SETTINGS operation which contains the agent configurations which includes an access token and client credentials. Since these are generated only from the super tenant context it is not possible to sync pending operations from the agent installed on devices that are enrolled to subtenants.

Closing as this is addressed in the OTP and SCEP enrollment implementation [1] by replacing the OAuth token with an OTP token
