Description
Currently it sends the previous release details in the install operation payload and the expected behavior should send the new release details in the install operation payload.

Steps to reproduce
1. Create a new Windows enterprise app and directly publish
2. Retire the newly created enterprise app
3. Add a new release
4. Trigger install operation from app store
5. Check the payload received from the device side
