Need a way to let the user know that only the encrypted files can be renamed or deleted.
Currently decrypted files cannot done above operations(rename and delete options are not visible) [2].

How a decrypt files options show: [1]

Solutions:
Solution 1: Can mention only decrypted files can do above operations in a tour guide(https://roadmap.entgra.net/issues/11919)
cons of this sol: user can forget the details later or could skip the tour.

solution 2: Delete and rename options will show in a decrypted file, but when clicked on that option a notification or msg will show saying "please first encrypt the file to rename or delete"
