Changing app publisher page "No data" image with app store "No apps, yet" image when there is no data

Description

Current app publisher view when there is no apps: [1]
How app store looks when there is no data: [2]

Should replace the "No data" view [1] with app store view [2]
It gives better UI/UX experience with the [2] image.
Also it provides a better consistency.
