620 pack after apim420 changes

Prerequisites
Created groups

Steps
Create a group with a name that already exists.

Description
When tried to create a group with existing name, it fails saying there is a existing group with same name.
but with apim420 changes this notification is not receiving. Before apim420 changes there was a error and success notification.
the response has been changed [1].

Without this error messages user could confuse why the group creation is failing
