Description
In current version all the app types(public, enterprise, web apps, google enterprise app, custom app) upload, download, modify scopes are handled by a generic scope set [1]
Need different scopes to handle app types.
EX: if the user does not has public app create scope, he will not be able to create public apps(UI will be hidden also [2]).
but if he has scope for enterprise app create scope, he will be able to create enterprise apps.
