Steps
Go to all device page
select configurations -> tags
click on one of "Devices" corresponding to a tag.

Note: There should not any devices assign in to that tag.

Description
Place 1:
Current: "Tag hasn't any devices" [1]
How it should be(considering group page/ for the sake of consistency): "There are no devices assigned to the tag"

Place 2:
Current: "Assign Tags" [1]
How it should be(considering group page/ for the sake of consistency): "Assign Devices to the Tag"

Note: do the relevant changes in all language files
