620 staging sever

Prerequisites
Created tag
Enrolled device

Steps
Select all device in all device page(the checkbox which is on the left side to delete button [1])
then hover over in tags icon [1].

Description
The tag icon should be grayed out as all device select feature is only supported by operations.
tags feature should not support this.
therefore grayout tags icon when all device is checked.
