Prerequisites
Enrolled Android COPE device
Android for work should be enabled
Created Android enterprise(Google) app
Work google account( trigger "Create account" operation in the device operations)

Steps
Create a policy "Enrollment Application Install" by mentioning the app that need to install.
When adding the app in the policy make sure to add the tick for "Add Configuration".

Apply changes to device

Description
When added "Add Configuration" configs, in a COPE device this app should installed.
When opted out(not ticked) "Add Configuration" it does not install the app in the device.
when "Add Configuration" added, it does not ask from the device(user) to install the app via app store, it directly install the app on the device.

Checked on both sub and super tenants

Note this behavior -> Install operations are not showing for Android enterprise apps installing via "Enrollment Application Install " policy
