Steps
create a policy or edit.
in the above step, when assigning groups to policy, user is able to not to assign a group. or user can keep the "None" tag as it is
This will apply the policy to all groups.

Description
"NONE" tag is misleading when assigning groups to a policy [1]. This "NONE" should be corrected as "ANY".
