Prerequisites
COPE enrolled samsung device

Steps
first apply the block list of the Application Restriction Settings policy (in this case youTube and facebook apps were used).
then apply changes to device.

Then unpublish the policy

See if both apps are enabled(Visible in the device) after policy revoke.
both apps should be visible now(but Youtube not visible).

Description
When the policy revoke applied it should show the hidden apps again.
but in this samsung devices, some of the apps are still hidden(EX: Youtube app)

Had to add "Device Profile Policy" and put the Youtube package name in the below input fields [4]. to be able to see the apps again(visible)
"Enable System Apps "
"Unhide System Apps"

Note: This behavior only observed in samsung devices. Tried on google pixel phone, but issue didnt reproduced.

Result

policy revoke is not applying for some apps and those apps are hidden even after policy revoke.
