Description

Currently in code some places it is checking if the user has admin role(isAdmin)
For ex: [1] [2].
this needs to remove and add relevant scopes to those scenarios(Device mgt admin, app publisher admin, app store admin).
when these scopes/permissions are assigned to user/roles that user is the admin of that section.
