[UI Issue] Runtime Permission Policy can add empty slots and create a policy

530 server

Prerequisites
none

Steps
create a policy
select Runtime Permission Policy.
then click on Add button
create several empty slots.
then create the policy.

Refer to video [1]

Description
User should not be able to proceed forward if the slots are empty.
After the policy is created, the empty policy is shown without empty slots(Refer to video [1]).
