Steps
try to enroll a kiosk with QR through Agent
Description
In super tenant the device was not enrolled in super tenant. it was worked with sub tenants.
This is working in both tenants as Kiosk QR after factory reset.

Tried to reproduce it with Google Pixel and Xiaomi devices and the issue did not reproduce.
Need to check the exact device.
