Prerequisites
Enrolled device

Steps
Add a operation
then put the operation status in to error state

Description
When tried to put it to error state, it doesn't send the API request.
refer the video [1]
There is no API request going whatever operation is put to error state.

Putting this ticket to QA on hold as currently unable to test this.
Reason: due to changes introduced with apim 420, pack cannot be migrated for now. need to find migration script from going 620 to 620(apim related migration script)
