Prerequisites
Enrolled COPE device
Created Android Enterprise App
- Go to android enterprise app
- install the app on the device( select a inactive device - > u could use a dummy device or disconnect the device from any networks(internet))
- go to the subscription details of the app, see that the device is there with completed status.
- select the device(go to the single device page) and check the operation log.
- Note that there are no operation was added for the app installation.

Description
Since the device is inactive(device was resetted while it was enrolled to MDM) there is no way that operation could be completed.
This operation is showed completed as soon as the installation operation is triggered.
Also the install operation has not been received by the device side
