Steps
Go to app publisher
try to create a public or enterprise app
When in the screenshot uploading part select URL.
Then click continue with empty URL holders.

Description
In icon and screenshots when selected URLs it is possible to click on continue to without adding any URLs(empty URLs) [1]
Need a validation to to check if URLs are empty or valid.
