Prerequisites
A created skipped release app

Steps
Try to create a app with the same name as the app that was skipped release.
Note: Refer the video [1]
Video is attached to the ticket.

Description
When a app was created with the skipped app release, the name validation is not working when try to create a app with the same name [1].
when try to create the app, it will end up in a a error due to same name app existing.
Need to fix this.
