Add view in kiosk mode to do device controls

Description
In kiosk mode, users do not have access to change or connect wifi, mobile data and some power settings.
Need a new view to do those changes and it should be customisable through a policy.

Need to add a tooltip for power button [1] as this option is only working if the agent is a system app.
Note: In android 14, wifi icon is not clickable if the policy only contained(enabled) wifi [2] without unlocking(exiting) from kiosk mode.
This was working fine without any issue in android 11
Note: both devices were enrolled via manual kiosk enrollment.
