6.2.0 staging server

Description
When creating a public/enterprise app it will throw an error after submitting if we use a already used package name.
Better way is to add a validation to check package name existence in the form itself before submitting (Similar to app name validation)

Note: this ticket will handle UI related changes
Backend related changes will be handled by https://roadmap.entgra.net/issues/12227

for enterprise apps the logged error is not shown [1].

error response should be a bad request instead code 500
