6.3.0 staging server

Prerequisites
None

Steps
Create a Windows policy by searching and selecting a category of a default ADMX policy (eg: AppV)
Apply the changes to the device

Description
The policy bundle completes but the payload is not sent to the device due to no LocURIs mapped to the new categories.
Creating new feature codes for each category works for ingested ADMX policies but the existing ADMX policies will not work if a policy is created by selecting a category in the search

Result
The policy bundle completes but the payload is not sent to the device
