Staging server 6.4.0

Prerequisites
Enrolled device

Steps
select the device from all device page
click on "Disenroll the device"
this will put the device in "DISENROLLMENT REQUESTED" state.

Description
When a device is in "DISENROLLMENT REQUESTED" state, it shouldnt enable device operations.
These operations should be grey out and disabled.
