Description
In the App Publisher UI, the visibility of the Android Enterprise app add feature is controlled by the 'and:enterprise:view' scope, which is not used or validated in the backend. Also, its corresponding permission path (/permission/admin/device-mgt/enterprise/user/view) is inconsistent with other publisher related permissions and is difficult for users to locate or understand. We should either introduce a new, clearly defined scope or restructure the current permission path to improve clarity and alignment within the permission tree.
