User delete should be unavailable if user has enrolled devices

Description
Validation should be added to the user delete to check if the deleting user has any enrolled devices in the system. If so, the user deletion should not proceed.
Current Implementation
If the user has enrolled devices, system show a warning message after clicking the delete button.
This has to improve by making the delete button unavailable / greyed out if the user has already enrolled devices.

Tooltip is not showing
Need to change the msg in the toolitp.
"User deletion is not possible due to ownership of enrolled devices." -> "User deletion is not possible due to user having enrolled devices or devices in the Removed state. please delete the devices before removing user". (something like this)
