- Description
When installing an enterprise app, if the app is already existing in one of the user accounts on Windows, the operation completes but the app does not get installed on the account that doesn't have the app.
This issue happens because the install operation is changed to completed state when it successfully triggers on the device but not when the installation process is successfully completed on the device.
Suggestion to fix this issue is to check the status of the app, whether it has been installed or failed after the operation is triggered and then change the operation status accordingly.

- Steps to reproduce:
1. Create 2 user accounts on Windows
2. Install an MSI or APPX enterprise app (Entgra Windows Background/Desktop Agent) on the enrolled device
3. Manually uninstall an app on 1 account and keep the app on another account
4. Now trigger the install operation through Entgra App Store
5. The install operation should be in completed state now but the app will not be installed on the account that doesn't have the app
